From the message view, users can reply to the sender of the original message, or the sender and the original recipients. To reply to an email message, the user selects Reply or Reply All.
If the recipient domain list that applies to this portal is set to be unrestricted, the user selecting Reply All feature is assured that all recipients will receive it their message.

You can choose to configure a list of allowed domains. The default restricts users to only be able to send messages to email addresses within your organization’s domain. The user can only compose messages to an email address within those configured domains. However, you can decide whether the Reply All feature is limited to the list of allowed domains or whether the user can reply to all recipients in the original list, regardless of the domain. See "Restricted E-mail Domains".
Reply All is a configurable option.
